Capacity Development Program

The Capacity Development Program (CDP) is a conceptual and methodological framework that guides the design and implementation of initiatives across WAITRO’s global network.Structured around a recurring two-year cycle, the CDP provides clear guidelines, including defined parameters, quality standards, and a systematic process to identify and address evolving capacity gaps and needs across member organizations worldwide. 

Capacity Development Initiative (CDI)

The CDP comprises multiple Capacity Development Initiatives (CDIs), each aligned with specific thematic priorities. CDIs may be initiated by WAITRO or by its member organizations and can vary in format – from workshops and webinars to training and peer-learning approaches.

Regional Capacity Development Initiative (RCDI)

Regional Focal Points (RFPs) of WAITRO or partners can organize region-specific Capacity Development Initiatives (RCDI). RCDIs offer a strategic opportunity to decentralize training delivery, foster regional ownership, and scale WAITRO’s impact across diverse geopolitical contexts.

Applying a Multi-Dimensional Strategy

The WAITRO Capacity Development Program (CDP) takes a systemic approach to empower both individual researchers and leadership within member organizations. It focuses on strengthening functional as well as technical capabilities to drive sustainable impact. 

Functional Capacities

With our CDP we aim to foster core organizational skills that enable effective collaboration and management. By strengthening functional capacities, we support members in enhancing their project coordination, strategic planning, and communication skills, with a focus on institutional processes.

Technical Capacities

Through initiatives of our CDP, we are enhancing specialized expertise in thematic areas such as AI, digital transformation, or sustainability. By strengthening technical capacities, we enable members to deliver innovative and high-impact solutions in their respective fields.

Key Program Principles 

Our framework follows international standards and best practices. Guided by four principles, the CDP uses an evidence-based, relevance-driven, and focused on implementation and impact approach to meet members’ needs where they are.
